Voice Over consists of a prolog and two equally-weighted sections. It begins with a car journey during which the camera films an anonymous hand holding a mouth organ out the car window. The air streaming past outside draws sound from the instrument. This is followed by night shoots in the style of Blair Witch Project showing young Turkish Germans singing old folk songs in front of the camera. In twelve alternating sequences, these scenes are contrasted with close-ups of drums and cymbals standing in the rain in daylight. In this calm footage, filmed in the style of a still life, each drop makes a sound: sometimes pelting rain makes a drum roll, sometimes a heavy shower creates a finely buzzing soundtrack.
